The OSGeo4W installer is recommended for regular users or organization deployments. It allows to have several QGIS versions in one place, and to keep each component up-to-date individually without having to download the whole package. Since QGIS 3.20 we only ship 64-bit Windows executables.

Update for Apache 2.4 security: I just went through this process again, with newer versions of the software: Apache 2.4.9 and QGIS 2.4. There was one additional step to gain access to the WMS. After following the above steps, trying to access the link in Step 7 gave a 403 Forbidden response. This is because the httpd_qgis.conf file included with QGIS uses the older Apache access directives Order allow,deny and Allow from all. If you encounter this problem, comment out those lines and add in Require all granted in their place.
It seems to be a common issue to copy some dlls into C:\OSGeo4W64\apps\qgis\bin. After a few days of trial-and-error it was quite simple to solve this problem:In httpd.conf is a link to httpd_qgis.conf. If this link appears before a FcgidInitialEnv or DefaultInitEnv directive, it will be overwritten by this new directive. Thus there is a missing path for the dlls in C:\OSGeo4W64\apps\qgis\bin and it won't work. Just make sure, the specific directive
Under linux (Ubuntu 13.10) I had troubles replacing lidar folders (linux path is little different: /user/.qgis/python/plugins/processing/lidar). It caused python errors every time I tried.I will try under Windows, but linux Qgis is much more stable.Thank You for plugin anyway.
Using Windows 64-bit and Valmiera: I found that although I could overwrite the path settings in the Options and Configuration dialog those settings would not stick. They kept reverting to the original settings. I solved by manually editing both processing.conf and processing_qgis.conf found in the folder C:\Users\%USERINAME%\.qgis2\processing .
I downloaded the LAStools and installed them. The Tools for LiDAR data opens, but like some of the previous comments I am also having trouble making the tools work. Has a fix for this been established?
